    Code of Ethics of Qazanameh Quarterly

    The Code of Ethics of Qazanameh Quarterly, based on the guidelines issued by the Committee on Publication Ethics (COPE), sets out the duties and commitments of all stakeholders involved in the process of printing and publishing the journal, including the Editor-in-Chief, members of the Editorial Board, Managing Editor, copy-editor, and publisher. These obligations for each group are as follows:


    1. Duties of the Editor-in-Chief and Editorial Board

    To ensure the proper functioning of the journal and full observance of research ethics, the journal’s management (including the Editor-in-Chief, section editors, and members of the Editorial Board) has the following obligations:

    1-1. Legality and rule-based decision-making on publication

    The journal’s management decides which articles are suitable for publication in the journal. In making such decisions, the management follows the overall policies of the journal and the legal requirements set forth in the relevant regulations of the Ministry of Science, Research and Technology, whether currently in force or adopted in the future.

    1-2. Impartiality

    No article shall be accepted for publication in the journal without having undergone the specialised peer-review process described below. The journal’s management does not exercise prejudice, personal preference or taste in the acceptance or rejection of manuscripts; all decisions are based solely on scientific and professional considerations.

    1-3. Handling of suspected misconduct

    If any published article is questioned in terms of its research method, findings, or validity, the journal’s management will first contact the authors and request a precise response to the issues raised. After completing its investigation, the management will publish the results of this inquiry in the journal and, where necessary, issue a correction relating to the previous material.

    The journal investigates all allegations relating to violation of authors’ rights, non-observance of research ethics, plagiarism and other relevant concerns, and considers itself obligated to comply fully with all requirements in this regard.


    2. Duties of Reviewers

    Peer review in this journal is conducted on an anonymous (blind) basis. No information that would lead to the identification of reviewers will at any stage, including after publication of the article, be disclosed to the authors.

    2-1. Timeliness

    In order to safeguard authors’ rights, reviewers undertake to return the manuscripts referred to them for review in the shortest possible time. If for any reason they are unable to do so, they shall promptly inform the journal so that another reviewer can be appointed.

    2-2. Confidentiality

    Reviewers shall treat the manuscripts submitted to them for evaluation as confidential documents. They shall not disclose any information about their content to others.

    2-3. Impartiality

    Reviews must be conducted impartially. To this end, reviewers’ opinions must be accompanied by explanations that clearly express the reasoning behind their judgments.

    2-4. Accuracy in citation of sources

    Reviewers shall carefully ensure that any material in the article which has been quoted or paraphrased from another source is properly identified in accordance with citation rules and that the relevant source is duly listed in the article.


    3. Duties of Authors

    As the primary providers of the journal’s content, the conduct of authors is of great importance to this journal.

    3-1. Originality of content

    Authors guarantee that the material submitted to the journal is original and has not previously been published, in any language, in any domestic or foreign journal. Given that translated articles are not accepted for publication, authors also undertake that their submissions are original works of authorship, not translations.

    3-2. Authenticity of authorship

    The corresponding author undertakes to list only those individuals as authors who have made a significant contribution to the writing of the article. The names of all persons who have played such a role in the preparation of the article must appear as authors.

    3-3. Observance of citation rules

    Any use of other sources must be precisely identified in the article with full bibliographic details of the source used. Where copyrighted material is used (such as tables, figures, photographs, or extensive quotations), authors are obliged to obtain prior explicit written permission from the rights holder and acknowledge this in their article.

    3-4. Simultaneous submission

    Authors undertake not to submit manuscripts sent to this journal to any other journal until a final decision has been made about them. Simultaneous submission of a manuscript to more than one journal is considered misconduct. If the journal becomes aware of such conduct at any stage of the review process, it will immediately halt further processing of the article; in cases of repetition, the matter will be reported as misconduct to the author’s university or affiliated institution.

    3-5. Conflict of interest

    If authors have received financial support from any institution or organisation in conducting their research, they must clearly disclose this in their article.

    “This journal, while respecting the ethical standards of scholarly publishing, adheres to the rules of the Committee on Publication Ethics (COPE) and follows the Law on the Prevention and Countering of Academic Misconduct and its Implementing Regulations.”


    Plagiarism

    The Deputy for Human Resources and Cultural Affairs of the General Department of university of judicial science and administration has always valued original research and valid scientific studies. Accordingly, this Deputy shows no leniency regarding plagiarism and carefully examines all articles submitted to the journals affiliated with this university to ensure that they are free from plagiarism. In view of the prevalence of plagiarism in the production of scientific works, the publications of this Deputy use every possible means to combat this phenomenon.

    Qazanameh Quarterly follows the definitions and guidelines of the Committee on Publication Ethics (COPE). For full access to these guidelines, definitions and rules, please visit:

    In this regard, the journal adopts the following definition of plagiarism set out by the American Psychological Association in the Publication Manual (6th edition):

    The use of ideas, words, or complete works without attribution to the original source, and presenting them as one’s own ideas, words or product, in the form of a new idea or product produced by someone other than the original author(s).

    This journal examines and combats plagiarism using similarity-detection software.

    In general terms, “plagiarism” covers a variety of forms, including:

    • Verbatim copying: Copying text word-for-word, in whole or in part, without using quotation marks or citing the original source.

    • Superficial or inadequate paraphrasing: Taking ideas from the original source and altering the wording in such a way that the style of the original author remains recognisable.

    • Plagiarism of visual materials: Using charts, photographs or tables, in whole or in part, without attribution.

    • Paraphrasing without citation: Taking ideas from the original source and rewriting them in one’s own words without proper citation or acknowledgment.

    It should be noted that Qazanameh Quarterly considers any use of material without citation or quotation of the original source as plagiarism, regardless of the origin of that material. Such sources include: published or unpublished works, published or unpublished theses and dissertations, lectures, the author’s own previous works, PowerPoint files, visual teaching materials, articles from scientific journals, magazines, newspapers, and so forth.

    Qazanameh Quarterly carefully reviews all submitted articles and deals with any form of plagiarism at any stage of publication:

    • Upon detection of plagiarism in newly submitted manuscripts, the journal’s Editorial Committee will make a decision on the matter. If the plagiarism is judged to be due to an error, the authors will be informed immediately and given the opportunity to correct it.

    • If the plagiarism is determined to be intentional, the authors will be notified and their names will be placed on the journal’s blacklist. Authors found to have committed plagiarism will be barred from submitting any work to Qazanameh Quarterly for a period of five years.

    In the very rare event that a plagiarised work has been published, in addition to the above consequences, the article will immediately be withdrawn from Qazanameh Quarterly and this withdrawal will be officially announced on the publisher’s website.

    Qazanameh Quarterly uses similarity-detection systems to determine the percentage of overlap. These systems are connected to multiple databases worldwide and, in order to confirm the originality and validity of submitted articles, they repeatedly compare them with large collections of similar data. The acceptable similarity index for Qazanameh Quarterly is up to 15%.
